U.S. Announces $500 Obamacare Refunds for Nearly One Million Americans

The U.S. government will issue $500 refunds to nearly one million people enrolled in Affordable Care Act health plans, following a review of fees collected through the federal health insurance marketplace.
The White House announced the initiative on September 10, saying eligible individuals across 30 states will begin receiving refund checks in October 2026. The payments relate to excess revenue collected through “user fees” associated with HealthCare.gov, the federal marketplace used by consumers to purchase health insurance under the Affordable Care Act (ACA), commonly known as Obamacare.

Health insurers that participate in the federal marketplace pay user fees to support the operation of HealthCare.gov. These costs can be incorporated into the premiums charged to consumers. According to the administration, the amount collected through these fees exceeded what was ultimately required to operate the exchange, creating a surplus.
The refunds will primarily go to consumers who paid th
e full cost of their ACA coverage without receiving federal premium subsidies. This includes some individuals whose income was above the threshold for financial assistance as well as certain consumers who were eligible based on income but did not receive subsidies.
People whose premiums were already reduced through federal subsidies generally will not receive the refund. Their out-of-pocket premium costs were already limited through government assistance, meaning they did not bear the full impact of the marketplace user fees.
The states covered by the initiative are those that use the federal marketplace for their ACA insurance operations. They include Texas, Florida, Ohio, North Carolina, Michigan, Wisconsin and several others.
The announcement comes during a period of continued debate over the cost and affordability of health insurance in the United States. Changes to federal subsidies and rising medical costs have affected premiums and coverage decisions for some consumers, making healthcare affordability an ongoing issue for policymakers, insurers and patients.
Health policy experts cited by Reuters described the direct return of excess marketplace user fees to consumers as an unusual approach. The refunds do not represent a broader change to ACA coverage or eligibility rules, but rather the redistribution of surplus funds collected through the federal exchange.
For eligible individuals, the government says the $500 checks will begin being distributed in October 2026.
